  15. <p>     America's array of often contradictory trade restrictions
  16. are a major obstacle to raising its standard of living and
  17. strengthening its competitiveness, according to a study by
  18. economist James Bovard for the Dallas-based National Center for
  19. Policy Analysis. Tariffs and quotas cost each U.S. family an
  20. average of about $800 a year. Low-income households suffer more
  21. because they spend a greater share of their earnings on food and
  22. clothing, two of the most rigidly controlled imports. Despite
  23. efforts to eliminate quotas, more than 3,000 of them restrict
  24. foreign apparel and textiles, adding $40 billion to U.S.
  25. clothing prices.
